THE Delta State Commissioner for Transport, Mr. Vincent Amejuma Uduaghan has called for a proper synergy between the Directorate of Transport and Board of Internal Revenue in order to boost the Internally Generated Revenue (IGR) of the state.
Uduaghan made the call during an enlarged meeting held recently with the chairman, members and staff of the board in Warri.
Uduaghan disclosed that he has observed how some staff of the board was involved in the issuance of fake road worthiness certificates to motorists; an act that had led to serious dwindling of revenue that was should be accruable to the state government.
He further reiterated that the function of the issuance of road worthiness certificates is a professional duty “rested with the Vehicles Inspection Officers (VIOs) of the Directorate of Transport”, adding that some arrest had been effected on the issuance of fake road worthiness certificates by the Nigeria Police.
He equally frowned at other states’ road worthiness papers that are being illegally issued and used in Delta State.
Uduaghan emphasized that the meeting was called to articulate the way forward in curbing the unwholesome practice and to synergize with the board in the collection of all vehicle related revenues.
Responding, the chairman, Sir Monday John Onyeme remarked that the meeting was apt as he was already pondering how to meet with the Transport Commissioner, concerning how to collaborate with the directorate for effective collection of revenue regarding vehicles in the state.
He expressed his displeasure that some of the board’s staff were involved in fake road worthiness racketeering, while affirming that the issuance of road worthiness certificate was a professional duty, embedded in the Directorate of Transport.
Sir Monday John Onyeme requested that the names of the board’s staff fingered in the act be forwarded to the board, while he sought clarification on the issue of testing form, asking “whose responsibility is it to issue the testing form”.
The Permanent Secretary in the Directorate of Transport, Mr. Eric T. Ebijuwa, explained that the issuance of testing form was part of the process of obtaining the road worthiness certificate, stressing that the issuance of testing form is a responsibility of the Directorate of Transport.
On the non acceptance of Vehicles Inspection Officers (VIOs) of the directorate that were posted to the board sometime last year, to function in the issuance of number plates, the chairman promised to look into the issue.

Mike Edegware, Member Representing Delta South, Barr. Gbe (JP), Director of Operations, Mr. Jonas Onwochei, Director of other Revenues, Mr. Paul Itawansa and the State Licensing Officer, Mr. Fred Awata and other management staff of the Directorate of Transport.
